Redevelop and reuse former military facilities which have been closed by the federal government through leasing and/or conveyance thereby returning properties to the community, enhancing the tax bases of taxing districts, replacing lost jobs, assisting public service organizations, and improving economic growth in the trident area.
In the fall of 1993, the Trident's BEST Committee ("Building Economic Solutions Together") was charged by Governor Carroll Campbell with developing a reuse plan for the closing naval complex.
Following this groundwork by the BEST Committee, the General Assembly promptly passed legislation establishing the Charleston Naval Complex Redevelopment Authority (RDA) to oversee the reuse and redevelopment of the valuable Naval base property which dates back to 1902.
